Chile de agua (a water chile) is traditionally used for Oaxacan chile relleno. It is very much a local chile, until recently only grown in the valley of Oaxaca Mexico. It is not grown commercially, certainly not in the US. At Ulita's we use locally grown poblano or anaheim chiles (which are spicy!) for our rellenos which make a great substitute to the original.
Instead of it being filled with cheese, it is filled with a sweet mixture of shredded picadillo chicken. Lightly dusted in gluten-free flour and dipped in a fluffy egg batter.
